Born in Cameroon, West Africa, Attorney Fogam grew up in humble beginnings, shaped by the discipline of a Catholic boarding school (Sasse College) and the rugged demands of village and farm life in Bali. Despite facing significant family hardship rooted in a polygamous upbringing, he defied the odds and earned his first law degree from the University of Yaoundé in 1986. His early journey included a transformative international exchange program in Canada, teaching and serving pro bono as a school principal in a remote Cameroonian village, and even working as a fisherman alongside villagers in Ngeme—a testament to his humility, work ethic, and connection to everyday people.
